CARES Act introduced 14 months prior to outbreak

Now I find this a mite curious. The CARES Act (aka H.R. 748) was signed into law on March 27, 2020 (YouTube). The official Congressional record of H.R. 748 can be found here:
https://www.congress.gov/bill/116th-congress/house-bill/748

The opening statement on the bill reads:

“This bill responds to the COVID-19 (i.e., coronavirus disease 2019) outbreak and its impact on the economy, public health, state and local governments, individuals, and businesses.”

“…responds to…” it says. Suggesting, as one would expect, that this bill was authored sometime AFTER the Wuhan virus had launched its world tour. Right?

And yet, on closer examination, the bill was first introduced by Rep. Joe Courtney (D-Connecticut) on January 24… 2019 — a full 14 months before becoming law!

Now, surely old Joe Courtney is a closet prophet, and in a flash of divine inspiration foresaw the emergence of this plandemic… excuse me, pandemic… and what the government should immediately do to assist a distraught nation, well before the little critter had even popped outta the oven. If so, the man should not only get a medal, but be elevated to sainthood by the Pope.

Either that, or… the arrival of China’s little gift to the world was in some way expected. Are our elected representatives really that smart and forward-thinking, or did they know something in advance? Were they warned? Was the Democrat-led Congress setting the stage for yet another nefarious attempt, at any and all costs, to discredit and place blame on Resident Trump for a crisis they knew was in the works, an opportunity the Dems had no intention of letting going to waste? Is our government, dammit, COMPLICIT in this scourge?

We’ll probably learn what really happened to
Building 7 on 9-11 long before we ever
uncover the truth about this infernal bug.

But as time goes on, and we uncover lie after lie, is it any wonder that the trust of the American people in their government and mainstream media continues to deteriorate to historic lows?
