Analysis: mRNA Shots for COVID Bypassed ‘Laws and Regulations’ Protecting Americans by Bob Unruh

A new analysis on the creation of the mRNA shots that were purported to help victims fight the COVID-19 virus that came out of a Chinese research lab and killed millions worldwide shows that they were imposed on Americans by bypassing all of the “laws or regulations that we count on to protect use from potentially harmful, or deadly, medical products…”
The analysis by Debbie Lerman, a graduate of Harvard who is a retired science writer, charged in the article that: “The COVID-19 mRNA vaccines were acquired and authorized through mechanisms designed to rush medical countermeasures to the military during emergencies involving weapons of mass destruction (WMD).”
Secondly, she said, “These mechanisms did not require the application of, or adherence to, any laws or regulations related to vaccine development or manufacturing.”
And then, too, “The Food and Drug Administration’s (FDA) Emergency Use Authorization for the vaccines was based on clinical trials and manufacturing processes conducted with no binding legal standards, no legally prescribed safety oversight or regulation, and no legal redress from the manufacturer for potential harms. (This last point is being challenged in multiple court cases, so far to no avail.)”
In the aftermath of COVID, there has been confirmed an epidemic of “suddenly died” cases. There are epidemics of myocarditis and pericarditis, and “turbo cancers.” There are rampant heart problems among the young, and there are uncounted vax injuries and deaths documented on the government’s VAERS website.
“What all of this means is that none of the laws or regulations that we count on to protect us from potentially harmful, or deadly, medical products was applied to the COVID-19 mRNA vaccines,” she charged. “The assertion of ‘safe and effective’ was based entirely on the aspirations, opinions, beliefs, and presumptions of government employees.”
She wrote that the government contracted for shots with Pfizer, which was acting for the BioNTech/Pfizer partnership, to produce 100 million doses of a “vaccine to prevent COVID-19” for $1.95 billion, at least.
Additional doses also were contemplated.
The analysis explained that was not normal, but then the pandemic was not in normal times.
“The government declared that we were ‘at war’ with a catastrophically dangerous virus that would kill millions and millions of people of all ages unless we could develop ‘medical countermeasures’ (a military term) and get everyone to take them as quickly as possible.”
She explained on the government’s side of the deal, it was the Department of Defense that made the deal, and its organizations that “are charged exclusively with military objectives.”
“This is crucial, because the laws and procedures governing military procurement have a very different set of assumptions and cost-benefit considerations than those used in civil society. In fact, agencies governing civilian and public health, such as the National Institutes of Health, the National Institute of Allergy and Infectious Diseases, and the Department of Health and Human Sevices (HHS), do not have the authority to grant certain types of special acquisition contracts, which is why the COVID-19 vaccine contracts had to be overseen by the DOD,” she wrote.
Then the government used an “Other Transaction Agreement” process that involves procedures that operate “outside the Federal Acquisition Regulations.”
That means standard requirements for competition, accounting, cost management, records and more simply don’t apply.
Also rules regarding research on people, and privacy laws.
The specific OTA for Pfizer, the analysis confirms, was set up to have the government pay Pfizer “to show that it can manufacture 100 million doses of a never-before produced or tested product, while also acquiring those 100 million doses, and potentially hundreds of millions more.”
And as for regulatory oversight of the development and manufacturing processes, the analysis revealed, “Pfizer will meet the necessary FDA requirements for conducting ongoing and planned clinical trials, and with its collaboration partner, BioNTech, will seek FDA approval or authorization for the vaccine, assuming the clinical data supports such application for approval or authorization.”
And, it revealed, the rules say “an emergency use authorization can be granted by the Food and Drug Administration once HHS and/or the DOD have declared that there is an attack, threat of an attack, or national security threat created by a CBRN agent (a weapon of mass destruction).”
A Harvard Law article noted at emergency authorization wasn’t intended to cover new vaccines.
The analysis pointed out: “Here’s the kicker about EUA: because it was intended to be issued only in war and WMD-related emergencies, there are no legal requirements for how it is issued, beyond the determination of the FDA that such authorization is appropriate. There are no legal standards for how clinical trials are conducted. There are no laws regulating the manufacturing processes. There are only ‘reasonable beliefs’ based on whatever evidence is available to the FDA at the time that it makes its determination.”
Finally, federal law immunizes those providers from lawsuits over injuries they case.
“This is provided by the PREP (Public Readiness and Emergency Preparedness) Act, which was designed to go hand in hand with EUA. Again, it is possible to envision a bioterrorism scenario, such as an anthrax attack, in which the government needs to get lots of countermeasures very quickly. Many people will inevitably die in the attack, but if there’s a chance that the countermeasure will work, it needs to get made and distributed as quickly as possible. If it has some bad side effects, or even if it kills some people, one could argue that the manufacturer should not be held liable.”
That that process, again, the analysis charged, wasn’t intended to apply to untested shots.

The panel will feature a high-profile lineup that includes WHO director Dr. Tedros and the chairman of AstraZeneca, a global maker of genetics-based vaccines.
Think of all the fear-mongering, and profit-making, opportunities that such a scenario could offer.

The weekly average of COVID-19 in wastewater from Boston and communities north of the city was 2,743 copies per milliliter on New Year’s Day, according to data from the Massachusetts Water Resources Authority. Communities south of Boston, meanwhile, had a seven-day average of 2,583 copies per milliliter.
Those numbers mark a sharp uptick even from early December — an early warning sign of a potential surge. However, the current wastewater figures are still just a fraction of what they were during the January 2022 omicron surge that overwhelmed emergency rooms. JAN 8, 2024 – I previously wrote about AG Paxton’s law suit against Pfizer for deceptive marketing and I criticized his interpretation of the EUA Countermeasures law with regard to the covid-19 injections. EUAs are non-investigational poisons, and cannot be FDA approved in conformance with FD&C Act provisions until the PREP Act declaration for them remains active (covid PREP Act declaration is currently active until December 31, 2024 but expected to last until the end of times). Real FDA drug approval is predicated on the chemical entity being investigational and subject to IND regulations of clinical investigation, and all other pharmaceutical regulations covering manufacturing, distribution and marketing.
EUA countermeasures are, by law, NOT investigational: they exist only during the relevant public health emergency announcement (PREP Act declaration) and are exempt from all pharmaceutical regulations that apply to normal drugs. AG Paxton did not make that distinction clear in his complaint, albeit he accurately described other aspects of the EUA law. His interpretation of EUA countermeasure status of the covid shots is a bit vague, implying that they are normally FDA approved, but with some corners that were cut in a hurry.
As I expected, Pfizer is using their EUA countermeasure status and PREP Act coverage among other arguments asking to move this case to the federal court.

They need to move this case to a federal court, because that’s the court controlled by the criminal cartel masquerading as the US Government, and in that court they have absolutely nothing to worry about. When criminals investigate themselves, and find themselves guilty, they pat themselves on the back for the job well done and pay themselves a bonus.

JAN 8, 2024 – Recently, I found myself down a rabbit hole of FDA documents and holy smokes, guys – what I found is a real barn burner. I’m going to try and keep this as brief as possible so that the gravity of what I’m about to share isn’t lost in too many details. In my opinion, what I’ve discovered is nothing less than premeditated murder.
It’s crazy to even say that, but there’s no other conclusion that I can draw after reviewing these FDA ‘Guidance for Industry’ documents, published years before the Covid fiasco. This is the smoking gun evidence that proves they knew that the gene therapy products they masqueraded as ‘vaccines’ had the ability to shed, cause cancer and kill.
It’s Gene Therapy – Not a Vaccine.
It’s critical that people understand that the Covid-19 injections are gene therapy. The Centers for Disease Control and Prevention currently defines a “vaccine” as a preparation used to stimulate the body’s immune response against diseases. However, that definition changed in 2021 because it didn’t apply to the COVID-19 vaccines. A vaccine must contain an antigen to trigger the body’s natural immune response. Pfizer and Moderna’s mRNA vaccines do not contain antigens. The active substance used to elicit an immune response in these vaccines is the mRNA—a form of nucleic acid and the genetic material of the SARS-CoV-2 virus that provides instructions to the body for producing antigens—spike proteins (actually it is modRNA – see my previous posts – and also contaminated with DNA).

Below is the published plan. I do not know if COVAX or another entity paid; I do not know if anyone (or how many) were compensated. But because I have not seen any discussion of how this was to work, I am posting it now. Note that indemnity and liability were among the thorniest problems to solve in order to roll out vaccines. A summary of the evidence against the COVID vaccines STEVE KIRSCH
Here’s a quick summary of the key pieces of evidence that taken together show that the COVID vaccines are unsafe and that the medical community should not be trusted.
JAN 6, 2024 – Here is a short list of reasons that everyone should be concerned about the COVID vaccine. This is not an exhaustive list.
- Doctors are told to trust the FDA and CDC when prescribing vaccines. All the post-marketing safety data is kept hidden by health authorities so not even doctors can look at the data themselves to find out if any vaccine is safe. Doctors thus have no choice but to trust the authorities since the data is kept secret. They are essentially told: “do what we tell you to do, do not question authority or we will take away your license.”
- The CDC itself doesn’t have the data to make a post-marketing independent vaccine safety assessment and they are not interested in obtaining the data either! The CDC relies on the FDA who relies on the manufacturer to test the product. The CDC could ask states for vaccination records tied to death records, but they don’t want to even ask because if they did a safety analysis, it could be discovered in a FOIA request. The CDC basically has no interest whatsoever in verifying what the actual safety data is. When I offered to show them the NZ data before I published it (so they would finally have record level data), they declined to look at it.
- Lack of transparency by health authorities. Not a single health authority anywhere in the world has ever released anonymized record-level patient data for independent researchers to assess the safety of any vaccine. There isn’t any paper in a peer-reviewed journal showing that health outcomes are improved if public health data is kept secret.
- Lack of interest in data transparency by the medical community. Can you name a single high-profile pro-vaccine member of the medical community who has called for data transparency of public health data? Time-series cohort analyses can be easily produced by health authorities and published for everyone to see. These would show safety signals and do not jeopardize patient privacy. These are always kept hidden. The lone exception is the UK ONS, but they made their “buckets” so large that you cannot see the impact of the vaccine. When I asked them to redo their analysis with smaller buckets, they stopped responding to me.

JAN 5, 2024 – A new study by Zhai et al. found disturbing effects of mRNA COVID vaccines on people who are diabetic or prediabetic.
Authors report that “61.1% of patients with type 2 diabetes, but not healthy controls, exhibited aggravated insulin resistance towards the booster shots of the COVID-19 vaccine”.
The study authors recruited 155 people and compared their condition before and after the mRNA COVID booster shots:
Between 1 June 2023 and 31 October 2023, we recruited 155 adults who have received two doses of the mRNA 80 COVID-19 vaccine (BNT162b2). The participants ranged in age from 18 to 65 years (median=53.5 years, IQR 12.0) and 60.25% are male. Human volunteers were recruited to determine their immune responses and glucose control before and 2 weeks after the booster.
They found that there was a significant effect on diabetic subjects:
About 61.1% of diabetic subjects had impairment of insulin sensitivity according to the HOMA-IR index and about 66.7% of diabetic subjects had increased risks of cardiovascular complications according to the TyG index.
Spike Protein is the Culprit!
I would like to compliment the authors, who bravely showed the deleterious effect of COVID-19 vaccines – something for which their careers will probably suffer – and also found out what exactly is the culprit in the COVID-19 vaccine.

Changes in Bleeding Prominent Among Those Not on Hormonal Therapy
JAN 6, 2024 – Endometriosis is a disease in which tissue similar to the lining of the uterus grows outside the uterus. It can cause severe pain in the pelvis and make it harder to get pregnant. Endometriosis can start at a person’s first menstrual period and last until menopause.
Hormonal therapies used to treat endometriosis include:
- Hormonal contraceptives. Birth control pills, shots, patches and vaginal rings
- Danazol. A is a synthetic steroid derived from ethisterone, an androgen similar to testosterone.
- Gonadotropin-releasing hormone (Gn-RH) agonists and antagonists. These medicines block the menstrual cycle and lower estrogen levels. This causes endometriosis tissue to shrink.
- Progestin therapy. Progestin therapies include a tiny device placed in the uterus that releases levonorgestrel (Mirena, Skyla, others), a contraceptive rod placed under the skin of the arm (Nexplanon), birth control shots (Depo-Provera) or a progestin-only birth control pill (Camila, Slynd).
- Aromatase inhibitors. The aromatase inhibitors used for endometriosis include letrozole and anastrozole.
Martínez-Zamora et al, evaluated patients with and without endometriosis with the first and second injections of mRNA COVID-19 vaccines (Pfizer or Moderna). As with many studies, the majority had changes in their menstrual cycle. The interesting observation was that those NOT on hormonal therapy had more bleeding and other symptoms. Thus treatment for endometriosis appeared to lessen the impact.

- The man did not know he was speaking with an undercover member of the Victoria Police Department.
- Dr. Fred Janke, 62, was arrested in Edmonton on Thursday (June 28, 2018) and has been charged with making arrangements to commit sexual offences against a child, making child pornography and distribution of child pornography.
- the conversations with the undercover officer in Victoria continued up until Thursday (June 28, 2018)
- “In this criminal offence, just the discussion of the accused to do it, whether he moves physically to do it or not, is a breach of the Criminal Code. An accused can spend months talking about having sex with a child or hours talking about having sex with a child and not actually physically go to do that and he’s breaking the Criminal Code.”
- Janke is an Associate Professor in the department of family medicine at the University of Alberta, according to the University’s website.
- Late Friday afternoon, the university issued a statement confirming Janke remains an employee of theirs (!)
